Villar cited the People for the Ethical Treatment of Animals (PETA) declaration that animal homelessness that has reached its maximum limit in the Philippines in his Senate Bill No. 2257, or An Act Strengthening the Adoption of Stray and Impounded Animals, filed on May 29.

Senator Mark Villar introduced a measure to encourage the adoption of stray and impounded animals after he called on pet owners to be held accountable on May 27.

 

In Senate Bill 2257 (An Act to Strengthen the Adoption of Stray and Confiscated Animals) filed on May 29y, 2023, Senator Villar said animal homelessness has reached a crisis point in the Philippines, as he cited a statement from People for Ethical Treatment of Animals (PETA).

 

PETA is an American nonprofit animal protection organization headquartered in Norfolk, Virginia, with more than 9 million members worldwide.

 

"While countless dogs and cats struggle to survive on the streets, hundreds are euthanized every month at city shelters. Rescue dogs are often euthanized due to lack of space and resources," Villar said in a statement.

 

However, the pet adoption rate is less than 1 percent. In most cases, the impounded animals were forced to be euthanized in accordance with the Department of Agriculture - Administrative Order No. 09, series of 2011.

 

Senator Villar said this bill would improve the adoption of stray and impounded animal under this act. The proposed measures also aim to reduce euthanasia of stray and impounded animals.
